ALL permits issued for the 2025-2026 academic school year will expire on August 15, 2026.

Note: The student, or a member of the student’s immediate family, must own the vehicle registered by the student to be considered as a qualifying vehicle. A valid vehicle registration (owner’s) card, a valid financial responsibility (insurance) card, and a valid Driver’s License are required. Students may not register another student’s vehicle.

Students residing off campus
Permit Eligibility & Registration
Commuter students (residing off-campus) may register up to two (2) qualifying vehicles.
- Fees: A fee is required for the first permit; the second permit is issued at no additional cost.
- Note: The second permit is for a secondary vehicle and cannot be used as a replacement for a lost permit.
- Requirements: All vehicles must be legally registered and insured. To be considered a qualifying vehicle, it must be owned by the student or a member of the student’s immediate family.
- Permit Color: Blue (Corresponds to the blue-colored lots on the parking map).
Where to Park
Commuter permits are blue and correspond to blue-coded lots on the [Campus Parking Map].
- Main Campus: Behind Schmidt Library, the bays west of Tyler Run Creek, and the lot south of Penn and Beard Halls.
- West Campus: The eastern side of the Rail Trail lot along West Campus Drive (west of Grantley Road).
- After-Hours Access: From 5:00 p.m. to 7:00 a.m. (Mon–Fri) and all day Saturday/Sunday, commuters may park in Faculty/Staff lots (excluding reserved spaces like Visitor, Health Services, or Accessible parking).
- Exclusions: This does not include any lot reserved for "Resident House" parking and the "Contract Services" parking lot next to the Manor Complex.
Proper Display & Fines
The individual issued the permit is responsible for its proper display.
- Placement: Must hang from the rearview mirror with the permit number facing the windshield. It must be clearly visible and free of obstructions.
- Violations:
- Improper Display: $10
- Unauthorized Use (Wrong vehicle/user): $25
- Unregistered Vehicle: $50 (Includes DMV lookup fees)

Strictly Prohibited: It is unlawful to lend, resell, rent, or give away any York College parking permit. Use of a permit by anyone other than the registrant is prohibited.

- Vehicle Changes: If you change vehicles, visit the Campus Safety office promptly with your ID and registration to update your records.
- The Contract: By obtaining a permit, you agree to a binding contract to abide by all College traffic and parking regulations.
For West Campus residents and Main Campus underclassmen (0–59 earned credits).
Permit Eligibility & Registration
West Campus residents and Resident Underclassmen (first-year and sophomore students with 59 or fewer earned credits) living on the Main Campus are eligible to register one (1) qualifying vehicle and may obtain one (1) parking permit.
- Permit Color: Red (Corresponds to red-coded lots on the parking map).
- Requirements: All vehicles must be legally registered and insured. To be considered a qualifying vehicle, it must be owned by the student or a member of the student’s immediate family.
Where to Park
Resident underclassmen and sophomores are restricted to West Campus resident parking areas:
- Primary Lots: The western side of the Rail Trail lot along West Campus Drive or the Readco lot north of Richland Hall/Little Run Lodge.
- Main Campus Restriction: Parking on Main Campus is prohibited Monday–Friday, 7:00 a.m. to 5:00 p.m.
- After-Hours Access: From 5:00 p.m. to 7:00 a.m. (Mon–Fri) and all day Saturday/Sunday, these permit holders may use Faculty, Staff, and Commuter parking areas (unless reserved for a campus event).
- Exclusions: This does not include any lot reserved for "Resident House" parking and the "Contract Services" parking lot next to the Manor Complex.
Loading & Unloading Policy
Main Campus residents with this permit may temporarily park on the Main Campus for loading or unloading under these conditions:
- Time Limit: 15-minute maximum.
- Required Signal: Vehicle hazard lights (4-way flashers) must be on and flashing.
- Location: Must be in a valid parking space (not in accessible spaces, turn lanes, fire lanes, or roadways).

Resident Juniors and Seniors (60 or more earned credits) living on the Main Campus are eligible to register one (1) qualifying vehicle and may obtain one (1) parking permit.
- Requirements: All vehicles must be legally registered and insured. To be considered a qualifying vehicle, it must be owned by the student or a member of the student’s immediate family.
- Permit Color: Yellow (Corresponds to yellow-colored lots on the parking map).
Where to Park
Yellow permits are valid in resident parking lots on both the Main Campus and West Campus.
- Main Campus Resident Lots: Along the curb south of Penn, Codorus, and Susquehanna Halls; just west of Penn Hall; and in the spaces north and south of Tyler Run apartments.
- West Campus Lots: The western side of the Rail Trail lot along West Campus Drive or the Readco lot north of Richland Hall/Little Run Lodge.

Permit Eligibility & Registration
Residents of Springettsbury Apartments and the Springettsbury House are eligible to register one (1) qualifying vehicle and may obtain one (1) parking permit.
- Requirements: All vehicles must be legally registered and insured. To be considered a qualifying vehicle, it must be owned by the student or a member of the student’s immediate family.
- Gate Access: Only residents of Springettsbury Apartments who have registered a vehicle will be granted access to the parking lot gate.
- Permit Color: Gray (Corresponds to gray-colored lots on the parking map).
Where to Park
Gray permits are restricted to the following areas:
- Primary Locations: Within the Springettsbury Apartment complex and West Campus parking areas.
- After-Hours Access: From 5:00 p.m. to 7:00 a.m. (Mon–Fri) and all day Saturday/Sunday, these permit holders may use Faculty, Staff, and Commuter parking areas (unless reserved for a campus event).
- Exclusions: This does not include any lot reserved for "Resident House" parking and the "Contract Services" parking lot next to the Manor Complex.
- Note: Parking in faculty, staff, or commuter areas is prohibited from 7:00 a.m. to 5:00 p.m., Monday through Friday.

Residents of the houses listed above are eligible to register one (1) qualifying vehicle and may obtain one (1) parking permit.
- Requirements: All vehicles must be legally registered and insured. To be considered a qualifying vehicle, it must be owned by the student or a member of the student’s immediate family.
- Permit Color: Purple (Corresponds to purple-colored lots on the parking map).
- Strict Access: Due to limited spacing, house lots are restricted to house residents only. Non-residents, visitors, and other students are prohibited from parking in these lots at any time.
Where to Park
Purple permits provide access to the resident’s specific house lot and broader campus resident areas:
- Designated House Lot: Valid only for the specific lot provided for your assigned house.
- Campus-Wide Resident Access: Valid in any resident parking space on the Main and West campuses (Yellow or Red colored areas on the map).
- After-Hours Access: From 5:00 p.m. to 7:00 a.m. (Mon–Fri) and all day Saturday/Sunday, these permit holders may use Faculty, Staff, and Commuter parking areas (unless reserved for a campus event).
- Exclusions: This does not include the "Contract Services" parking lot next to the Manor Complex.
- Restriction: Parking in faculty, staff, visitor, or commuter areas is prohibited from 7:00 a.m. to 5:00 p.m., Monday through Friday.

How to Obtain a Permit
Temporary permits can be requested through two methods:
- Online Application: Complete the application at http://bit.ly/TempPermitYCP. The permit will be sent to your email.
- In-Person: Permits may also be obtained at the Campus Information Center (CIC).
Rules & Limitations
- Maximum Duration: Temporary permits cannot be issued for longer than two (2) weeks.
- Parking Privileges: Temporary permits authorize the same parking privileges as the registrant’s regular parking permit.
- Strict Policy: Obtaining temporary permits to circumvent the purchase of a regular parking permit is strictly prohibited.
Proper Display & Fines
Unlike permanent hangtags, temporary permits have specific display rules:
- Placement: The permit must be printed and displayed clearly on the vehicle dashboard to be valid.
- Expiration: Permits are not valid beyond the expiration date printed on them.
- Fines: * Expired Temporary Permit: $20
- Unregistered Vehicle: $50

For individuals unaffiliated with the College.
Obtaining a Visitor Permit
Visitors and guests may obtain a parking permit via the following methods:
- Online Application: Complete the application at http://bit.ly/YCPVisitorPermit. The permit will be sent to your email and must be displayed on the vehicle dashboard.
- In-Person: Permits may be obtained at the Campus Information Center (CIC) in the Student Union or the Campus Safety Office in Manor Northeast. These permits are typically displayed from the rearview mirror.
Rules & Limitations
- Duration: Permits are issued for a maximum of seven (7) days.
- Student Restriction: Students are not authorized to obtain or display a visitor/guest permit for themselves or their own vehicles.
- Student Accountability: Students are responsible for informing their guests of all parking policies. Students may be held financially accountable for fines incurred by their visitors.
Where to Park
- Designated Visitor Spaces: Reserved strictly for guests unaffiliated with the College. Students found parking in these spaces will be ticketed.
- General Guest Parking: All guest vehicles must park in student parking lots and are subject to the same regulations as student vehicles.
- Grumbacher Lot Restriction: Guests are prohibited from parking in the lot west of the Grumbacher Sport & Fitness Center between 2:00 a.m. and 6:00 a.m.
Fines & Citation Discussions
- Unauthorized Use: Any student found using a visitor or guest permit will be cited and may be referred to the Office of Student Conduct.
- Disputing Citations: Visitors and guests must visit the Campus Safety office in person with a driver’s license and vehicle registration to discuss parking citations. Students cannot discuss citations on behalf of their visitors.

Note to Students: Visitor spaces are few and highly regulated. Unauthorized use of these spaces or permits is taken seriously to ensure campus access for college guests.

- Commuter Students: Mailed to the home address on file with the College until 1 week after classes start. Permits ordered on or after August 20, will be picked up at the Campus Safety office. Be prepared to stand in line with your student ID card or your driver’s license!
- Resident Students: Resident parking permits will be placed in on-campus mailboxes until the day before move-in day. Permits ordered on or after August 20, will be picked up at the Campus Safety office. Be prepared to stand in line with your student ID card or your driver’s license!
Spring/Summer Semesters:
All permits will be picked up at the Campus Safety office.
Registering a Motor Vehicle:
Log onto the My Apps dashboard and click on the My Parking Icon. To begin the process, you will need the vehicle registration for the vehicle being registered and a major credit card. Follow the instructions for printing the receipt and temporary parking permit (note: temporary permit does expire).
Payment by cash or check can be made in person at the Business Office, during business hours, which is located in the lower level of the Ray A. Miller Administration building. After payment has been made, take the receipt, vehicle registration, and a photo ID to the Campus Safety office to register the vehicle.
The misuse of any parking permit may result in fines, revocation of parking privileges, and referral to the Office of Student Conduct.
- Family/Staff Permits: Students whose parents or spouses are faculty, staff, or contracted vendors are not entitled to use their parents’ or spouses’ permit.
- Fraudulent Registration: The following actions are considered fraud and may result in judicial action or the use of a wheel-locking device (boot):
- Purchasing a permit in another person’s name.
- Registering a vehicle for an unauthorized user.
- Registering a vehicle that belongs to another student.
- Misrepresenting eligibility (class status, local address, or ownership).
- Alterations: Any alteration to or fabrication of a permit will result in immediate revocation of parking privileges and campus judicial action.
It is the registrant's responsibility to report a lost or stolen permit immediately.
- Lost/Stolen Replacement: Permits can be replaced at half the current permit fee.
- Possession of a Stolen Permit: Any person found with a lost or stolen permit faces a campus citation, disciplinary action, and potential criminal charges under the Pennsylvania Crimes Code.
- False Reports: Filing a false report regarding a lost or stolen permit is a violation of PA law (Section 4906) and will be prosecuted.
- Damaged Permits: If your permit is damaged, it will be replaced at no charge, provided the original permit is surrendered to Campus Safety.
- Eligibility: Students issued a permit in the Fall semester are eligible for a 50% refund of the purchase price.
- Deadline: The permit must be returned to the Campus Safety office before the beginning of the Spring semester to qualify for a refund.

On-Campus Parking - by Permit Only
Anyone wishing to park a vehicle on the York College campus, including students, faculty, staff, guests, and visitors, must obtain a parking permit and display it in the vehicle when parked on campus.
The purchase of a parking permit or obtaining any temporary, visitor, or guest permit constitutes an agreement between the driver and the College that the driver will comply with YCP traffic regulations.
- YCP Students, Faculty, and Staff: Log into MyYCP and select "My Parking" to complete pre-registration for your vehicle and to purchase your parking permit.
- Visitors/Guests: Apply for a visitor permit online. A printable permit will be emailed to you for display on your vehicle's dashboard. You may also apply in person at the Campus Safety office or Campus Information Center.
Contractors/Vendors: Visit the Campus Safety office (Manor Northeast Lobby) or the Campus Information Center (Iosue Student Union lobby) to obtain a parking permit.
