York College of Pennsylvania is proud to celebrate Chief Financial Officer and Vice President of Finance Michael Doweary, who has been named the Public Servant Award recipient in this year’s York County Economic Alliance (YCEA) Changemaker Celebration. The annual event honors seven extraordinary individuals whose impact “often flies under the radar, humble leaders, everyday heroes, and the people who quietly make things happen throughout the community,” according to the York County Economic Alliance website.

Since joining York College in the summer of 2025, Doweary has quickly made a meaningful mark on campus and throughout the York community. A York City native and proud Spartan, he earned his MBA from York College in 2012. He previously served as Receiver for the City of Chester, where he guided the city through significant financial and administrative challenges. His return to YCP this year, in a leadership role that combines his professional expertise with his deep York roots, has been welcomed with enthusiasm.

“It’s an incredible honor to be recognized among so many inspiring individuals who are working every day to strengthen our community,” Doweary said. “York is home for me, and having the opportunity to serve an institution as strong and impactful as York College is something I take great pride in. This recognition reflects not just my work, but the dedication of the entire team I have the privilege to work alongside.”

York College President Dr. Thomas Burns said the recognition is well deserved.

“Michael has brought energy, clarity, and a deep sense of purpose to his role,” Burns said. “His commitment to public service, rooted in his experience and leadership, has already made a difference here. He is a thoughtful steward of our resources, an advocate for our mission, and a true partner in advancing York College. We are thrilled to see him honored as a Changemaker.”

Doweary’s connection to York and his long-standing commitment to public service continue to make him an inspiring figure for students, colleagues, and community members alike. As he steps further into his leadership role at YCP, the College looks forward to the continued impact he will make, both on campus and throughout York County.

Doweary will be recognized along with the other recipients at the Changemaker Celebration on December 11 in Yorkview Hall.
