Welcome to York College of Pennsylvania. It is my pleasure, along with the members of the Department of Campus Safety to welcome you to our community. York College is a community of more than 6,000 people working, living and studying on a beautiful campus in historic York County, Pennsylvania. Living in a campus environment like ours can cause us to forget that crime and other problems happen here, just as they do in all communities beyond our borders. Our goal is to provide you with safety and security knowledge that will improve your qualify of life, both now as a member of the York College community, and in your future as you graduate and move on to experience life beyond college. The purposes of this report is to equip you with the information you need to stay safe during your time spent here at the College.
The Department of Campus Safety is the primary department at the college charged with creating a safe and secure educational environment. This task however is not one we can accomplish alone. This responsibility is a shared partnership with the members of our community. Your active involvement in your own personal safety and the safety of your neighbors will keep our campus a safe and desirable community. We ask that you join us in this effort by reading this report and referring to it often.

The primary responsibility for security on campus belongs to the Department of Campus Safety. This department is part of the Campus Operations Division. The department is comprised of a Director, Administrative Commander, Operations Commander, six Campus Safety Officers, four part-time Auxilliary Campus Safety Officers and 40 Student Security Officers, an Office Manager, a part-time administrative assistant, two student administrative assistants and five part-time shuttle drivers. Located in the Manor Northeast lobby, the department operates 24-hours-a-day, 7 days-a-week. Officers patrol the campus on foot, by bicycle and in vehicles. Officers respond to calls for service and assistance, enforce college policy and investigate all reported criminal activity.
The Director, Commanders, and Campus Safety Officers are full-time experienced professionals and are sworn special police officers under PA Title 22, section 501. They have powers of arrest while on college property and on immediate adjacent public property. They are required to complete Pennsylvania Act 235 training, hold Bachelor degrees in criminal justice and have prior law enforcement or equivalent experience. The student security officers do not have authority to arrest, however, they do have the authority to enforce all York College rules, regulations and policies. Student security officers attend an 87.5 hour training academy held on campus which covers such topics as report writing, patrol procedures, criminal law and college policy, First Aid/CPR/AED, fire safety, investigations, legal issues, crime scene awareness, pepper spray and many others. Many other training programs are offered throughout the year.
The Department of Campus Safety works closely with the Spring Garden Township and York City Police departments. In addition to passing critical information among one another, the Department of Campus Safety has immediate means of contact with both of these agencies. This allows for immediate support and assistance from these departments when it is needed. Officers from these departments are often called upon to assist the college by working at special events held on campus. Occasionally members of the Department of Campus Safety will attend training seminars with officers from the township and city.
Every month the department is required to report all crimes to the Pennsylvania Uniform Crime Reporting system in compliance with Act 73, the College and University Security Information Act of 1988. In addition, the department publishes an annual security report that includes all crime statistics for the year and certain security policy statements, in compliance with the Jeanne Clery Disclosure of Campus Security Policy and Crime Statistics Act. "Timely Warning" notices will be posted throughout campus in the event there is criminal activity which is deemed by the Director to be an ongoing threat to the college. The department also maintains a daily crime log, which is a record of all reported crimes on campus and all department activity. It can be accessed by students on-line or may be viewed in the department office.
The Department of Campus Safety also provides a comprehensive crime prevention and education program for the college. The new student safety orientation, Rape Aggression Defense (R.A.D.) class, Safety Awareness Series (S.A.S.), Operation ID, National Bike Registry, and weekly crime prevention articles in the school newspaper are just some of the programs offered. A 24-hour-a-day escort program for students to all campus locations is available. In addition, the department operates the West Campus Shuttle which transports students between the main and west campus from 7:00 am to 9:30 PM, Monday through Friday.

The York College Department of Campus Safety continually strives to recruit dedicated students who demonstrate good character and have a desire to help maintain a safe and secure campus for students, faculty, staff and visitors. We used trained Student Officers, drawing from a wide variety of majors to provide a 24-hour a day department that utilizes foot, bike and vehicle patrols. The department also ensures security and safety at all special events such as concerts, athletic events, festivals, guest speaker visitations and commencement. We also provide a comprehensive crime prevention program that includes operation ID, safety awareness education and rape aggression defense (RAD) training for students and the public.
Any current York College student with a clean criminal history and a desire to serve the college community may apply. Officers typically work 15 to 20 hours per week in shifts scheduled so as not to interfere with classes and educational commitments. All officers attend a 2-week training academy in August prior to the start of fall semester Classes.

Our department is among the highest paid student positions on campus, and salary earned does not affect financial status. There are promotional opportunities available to the rank of Corporal and Sergeant, with corresponding pay raises. We also offer night differential for the shifts beginning at midnight.
