Campus Safety

The following is a list of commonly asked questions regarding York College parking permits, parking on campus, and citations.  Always refer to the campus parking regulations, which are also noted in your student handbook and on the website of the Department of Campus Safety.  Questions regarding these policies may be directed to extension 1314 or 815-1314 if calling from off campus.

Q.  Is my parking permit good for the entire time I am a student at York College?

A.  No.  Parking permits are only good for one academic year (August to August).  Students are responsible for registering their vehicles at the beginning of the year.

Q.  I am a non-traditional, part-time student.  Do I need a parking permit?

A.  Yes.  All students, whether they be graduate students, evening students, non-matriculated students, part-time or full-time students and/or non-traditional students are required to register their vehicles and obtain a parking permit.

Q.  I own and operate more than one vehicle.  Can I use one permit for all of them?

A.  Yes.  However, you are required to register each vehicle that you will be operating on campus.  Additionally, it is your responsibility to ensure that the permit is up and displayed on the rear view mirror when parking on campus property.

Q.  Can I use my permit in my friend's vehicle?

A.  No.  You, the registrant, may only use a permit on the vehicle for which it was registered.  Any fraudulent use of a parking permit may result in disciplinary action and termination of parking privileges on campus.

Q.  My friend parked my vehicle on campus and received a citation.  Since I was not operating the vehicle, can you void the citation?

A.  No.  Students are responsible for whoever operates their vehicle(s) while on campus.  Students should ensure that those individuals who operate their vehicles (whether it be a friend or a family member) be made aware of the parking regulations and where they can and cannot park on campus.

Q.  The Business Office has informed me that I have an obligation to the College for an outstanding parking citation, but I never received a citation on my vehicle -- therefore, I should not be held responsible for the citation.

A.  The Department of Campus Safety utilizes citations consisting of a two-part form and maintains an original copy in the office.  If, for whatever reason, you did not receive your copy of a citation (i.e., the wind blew if from the windshield) or require an additional copy, we will provide you with one upon request.  Simply visit our office, located in Manor Northeast, and we will make a copy for you.  Be sure to have the citation number or your license plate number with you.

Q.  What happens if I receive a parking citation and I don't pay it?

A.  Citations that are not paid after seven business days from the date that they are issued are forwarded to the business office as a delinquent bill and subsequently added to the student's college account.  If the citation remains unpaid at the end of the semester, then grades and transcripts will be withheld and the student will not be able to register for classes in the upcoming semester.  Long-term unpaid obligations are turned over to collection agencies for remittance.

Moreover, citations that are not paid within five (5) business days after they are issued can not be appealed.
Be sure and notify the Department of Campus Safety if your local address changes!

Q.  Why can't I park my vehicle in a handicapped parking space?  I had my hazard lights on and I was only there for a few minutes!

A.  It only takes a few minutes to deny a person who requires a handicap parking space the right to use it.  Handicap parking spaces are not for temporary parking and using them in such a manner denies students who need them the opportunity to use the college facilities.

If you do not have the necessary permits (i.e. a State handicap permit or one issued by the Dept. of Campus Safety) than you must refrain from using these spaces.  Vehicles found violating this law will be cited for the infraction!

If you observe an unauthorized vehicle parking in a handicap parking space, contact the Department of Campus Safety immediately at extension 1314 or 815-1314 if calling from an off-campus phone.

Moreover, those who are operating vehicles with handicapped plates or placards must, by law, have in their possession the state issued placard I.D. Card.

Q.  I didn't have a class today, but came on campus to take care of some business.  I parked in a visitor space and I received a citation.  This isn't fair since I didn't have a class, so you should void this citation.

A.  At no time is a student considered a visitor to the campus.  Students must use designated student parking at all times while on campus.  Faculty, Staff and Visitor parking is strictly for use by Faculty, Staff, and visitors (non-students) to the campus.  However, faculty and staff parking spaces may be used by students after 5:00 p.m., provided that they vehicle is registered with Campus Safety and a vaid York College parking permit is displayed on the rear view mirror.

Q.  I live in the Manor Complex and I find myself having to unload things from my vehicle often.  Can I park my vehicle in front of the courtyard, temporarily?

A.  No.  You must park your vehicle in your designated parking area; commuter students in the commuter lots, residents in the resident lots.  If you are a resident upperclassman and find that you need to park on campus during the prohibited times, you must have your vehicle in a vali parking space AND have your vehicles hazard lights flashing.  Keep in mind, however, that there is a 15-minute maximum time limit.

Q.  I had to take care of some business in the Miller Administration Building and I parked my vehicle alongside the curb in front of the glass doors.  While getting out of my vehicle, I was approached by a campus official and told that I needed to find a parking space.  I was only going to go into the building for a few minutes and I had my flashers on.  I don't understand why I couldn't leave my vehicle there.

A.  Faculty, staff and students must refrain from parking on the roadway between the Miller Administration building and the Student Union building.  The road is designated as a two-way street, which means that there is one lane designated for travel towards the Manor complex and one lane designated for travel in the opposite direction.  If you park a vehicle anywhere between these buildings (or in any roadway on campus), than you are obstructing traffic and risk causing an accident.

Moreover, the curb at the east end of the building is a designated fire lane.  Parking in any designated fire lane seriously impedes the response time of emergency personnel when responding to emergency situations.

Q.  I am an underclass resident and received a citation for parking on the main campus while attending my class.  I didn't park in a faculty space, so why did I receive a citation?

A.  Resident underclass are prohibited from parking on the main campus between the hours of 7:00 a.m. and 5:00 p.m.  Violators of this policy will be issued a citation for this infraction.

Q.  My friend is in town visiting me and received a citation for parking their vehicle on campus.  Since my friend is a visitor and not a student, will you void his/her citation?

A.  If your guest receives a citation while on campus, direct them to visit the Campus Safety office.  Please ensure that they have their copy of the citation with them, along with their driver's license and vehicle registration.

All guests and visitors to campus are required to register their vehicles with the Department of Campus Safety and obtain a temporary parking permit. Students who will be having overnight guests are required to register their guests vehicle with the Department of Campus Safety no later than 24 hours prior to their arrival.  Vehicles of guests who will be arriving over a weekend or holiday must be registered no later than 5 p.m. the last business day or Friday prior to their arrival.

All guest vehicles must park overnight in resident parking lots and are subject to the same traffic and parking policies as students.  It is the responsibility of the student to inform his or her guests of the parking policies.  Day time guests and visitors to the college must obtain a temporary permit from the Campus Safety office and are subject to the same traffic and parking policies as students.  Students may be held accountable for fines imposed upon their guests for any parking offenses incurred.  Visitors may park in the visitor parking lots with a valid temporary permit. Students are not considered visitors.

Q.  I  parked my vehicle in the roadway behind Wolf Hall (the former MACC) building and received a citation.  There are no signs posted that indicate "No Parking", so why did I receive a citation?

A.  Facutly, staff and students should refrain from parking vehicles in roadways.  Parking in this manner obstructs traffic and may cause an accident.

Note: All Campus parking is considered 'Open Parking' after 5:00 p.m., Monday through Friday and on weekends.  However, all vehicles must still be registered with Campu Safety and display a York College parking hangtag.  All students must vacate Faculty/Staff and Visitor lots by 7:00 a.m., Monday through Friday.  All students bearing West Campus permits must have their vehicles back in West Campus lots by 7:00 a.m., Monday through Friday.  Resident House parking is reserved for residents of their respective houses and are not for West Campus and Main Campus residents. Most citations that students receive could have been avoided if the students had taken the time to read the parking regulations or their student handbook.
